Question about business laws

I have two questions. First of all, I am interested in starting a news site online that provides world news coverage, kind of like CNN, except that this isn't really looking to be a business. It is more of a fun experimental hobby that I will do in my spare time, with no income or any benefit from it whatsoever. Everything would of course be legal (no copyrighted material/content being used, etc.).. Would I still be required to register it as a business, get a permit, or certification at all?
Secondly, I am sure some news sites don't write all of their articles themselves. I know they most likely pay the author to be able to have permission to publish them on their website. I'm wondering if there are any free content distribution organizations that offer free content and articles that might help someone in my situation?
