Question Re: federal work as a Registered Small Business, Inc. in states, but owners are foreigners.

Hello, I am in need of a bit of direction here. As the new sales and marketing director for a small business, I am not familiar with SBA practices, as my background is with Large Corps. My question is this:
I have found a very nice fit for some proposed contract work to be done with FEMA. This work Scope is ideal for our services. However, can you please tell me of any hurdles, or tasks to a foreign owned company bidding on federal work?
Our situation is this: We are a US registered small business, registered with the CCR, Incorporated in the U.S. (Delaware) Headquartered in the U.S. and pay American taxes. However, our owners are Scottish, working in the states under business visas, green cards, et;
Can you please offer direction or advice as to if this poses a problem, or if we require any special interests in order to qualify for gov/fed contracts?
