Not sure where to go with this, so I will start here...
We are an OH based company and hiring a project mgr to do work on a project for our client in TX. I need to know what steps i need to take to get started as far as registering to do 'business' in MA, even though we won't have an office there (just her home). Also, what taxes, etc., need to be deducted. This is getting complicated, especially since I have thirteen States I need to collect this information on! :( ANY help would be greatly appreciated! THANKS!

Have you checked out Business.gov's Registering a Business page? It breaks the process down in steps, including registering your business, getting the relevant tax IDs, etc.
Since you're planning to register your business in MA, I entered your state into the Permit Me Tool and found this list of required registration and permits. Feel free to use it for the states you need to look up and remember to specify your industry for a more refined list.

Wow, these are the kind of questions where it would be great to have the original poster come back and say, 'OK, here's what I ended up doing'. I'll have to remember to do that myself on questions I ask.
I was just looking at some of the Virginia requirments at http://www.virginia.gov/cmsportal3/business_4096/frequently_asked_questions_faqs.html
because I have a friend who asked me about this for him and was surprised to find that merely having one employee in the state (it appears) would necessitate him officially registering his corp there (unless I'm reading that wrong).
