I am interested in start a IT company too, I am a Hispanic Professional living in San Diego, CA. I have 10 years as computer programmer and I know several development tools and databases.
I don't know how can I get customers and my level English is intermediate-advanced, if you get some clients, I can look for some IT professionals in my country for development the software and we can have more gain.
Hope you have checked and read local guides provided by the moderator. To get potential clients try visiting trusted online business sites targeting global audience. Use English and Spanish both in your quest.
Further you can also use BBC learning English tool for business.
One of the great things about software is that you don't have to be local to work on a project. If you're looking for customers, check out postings on Craigslist and eLance. Look for projects not just in San Diego, but around the world. I assume that you also speak Spanish since you said your English is intermediate. If so, you have an additional advantage of looking for projects in Spain, Central & South America.
