I would like to know waht is the step by step process for registering and starting a recycling collection center - including site requirements / government regulations and approvals in India. Can somebody please help me out with this.

It depends on how large you want to go with it. If you're thinking of small
scale for the neighboring areas around where you live, you could use an acre
or two of land you already own. By using private land as a "waystation" for
the materials (before being hauled to a real recycling facility) it would
require much less permits.
