regulations for alcohol infused desserts

I would like to make all sorts of desserts from baked goods to frozen treats
with a high alcohol content in the end product. Do I need a liquor license to
sell these to bars or to the general population in New Hampshire? What other
regulations must I follow in regard to food safety and sales? What are the
rules about baking in your own kitchen? Thank you.

that is licensed and inspected by your health department. You should not need
a liquor license (very expensive and difficult to get) to bake with alcohol.
However, your packaging will require disclaimers. Food packaging requirements
are set by the Food and Drug Administration. You can find information on
their website.
You may want to find out if NH has a specialty foods association, sometimes
associated with your state department of agriculture. If so, they can provide
much information on establishing your business. And, as JGabriel mentioned,
you may want to contact a counselor at a small business development center or
a SCORE office.
