Rescue group going non-profit - do I need to first incorporate?

HI,

Getting mixed msgs on how to go about turning my animal rescue group non-profit.  Do I first need to incorporate and then file for non-profit status?  Any links or advice would be most appreciated - I am mostly just confused right now.
