SBA loan for e2 Visa

Hello, I'm a Canadian citizen looking to invest in a franchise is the US,
through an e2 Visa. The franchise I'm looking at is an SBA approved lender so
I have 2 questions:
1. As a Canadian citizen, am I eligible for this program?
2. Does this type of loan meet the requirements for the e2 visa?

Across the hundreds of applicants we work with, we've tried on several
accounts to get E2 visa applicants an SBA loan, or even a US bank loan.
However we were unable to get either. The only thing we managed to do was to
eventually present the business to the bank in the applicant's native
country. To that end, when the bank was willing to give a loan, it’s
because the applicant was willing to provide the necessary collateral (in
most cases this was real estate).

To qualify for E-2 classification, the treaty investor must:
Be a national of a country with which the United States maintains a treaty of
commerce and navigation.
Have invested, or be actively in the process of investing, a substantial
amount of capital in a bona fide enterprise in the United States.
Be seeking to enter the United States solely to develop and direct the
investment enterprise. This is established by showing at least 50% ownership
of the enterprise or possession of operational control through a managerial
position or other corporate device.
