Selling to Government Entities without a contract

Is there any compliance requirement such MFC or PRC when selling food to a government agency on a regular basis but not having a contract in place?

A lot of people believe that MFC and PRC are written into federal law and regulations. Suprise, the answer is no. The standard for pricing under the federal acquisition regulations section 15.4 is 'fair and reasonable'. If one is open-market selling to the government without a formal contract, the price is basically deternined by the market.
