Better to re-establish the business Pal. All you have to do is to renew all your documents. I guess that would be a better choice. 

You should absolutely re-establish the old business rather than starting a totally new one.     By re-establishing the old business, you will instantly have, and be able to represent 2 years in business.     There are many advantages that are gained by having a longer time in business versus a shorter time in business.   In any circumstance in which the time in business is asked for, you can say 2009.   When time in business is asked about, whether a business was inactive for a period of time rarely comes up.    If this subject comes up due to necessity,  the time in business is still 2009, wtih an interruption.   There are many situations in which a business needs to take some action or establish a relationship or account for which 2 yrs time in business is required.   Business loans is one example.    Also, when you are representing your business to your customers as being an established business with credibility, 2 years in business will sound a lot better than a brand new startup.    You will be asking other businesses to do business with your business.     Wouldn't you pesonally rather do business with a 2 year old business than a brand new business, all things equal?  If you want to use a different name, just keep the name the name as far as the state or city is concerned and then just "do  business as" dba another name if you wish.
