As A Small Business, Is It Better to "Lay-Low" or Put Yourself in the Press?

Last night, I studied as to how to write a press release and I think it is quite compelling. Then, I stopped before submitting it. If I am getting enough business now (though, not to grow another year in the 1,000th %) and know that there is not being competitive analysis done because we are small, can't one say that 'laying low' may be a better business option than putting us out there? Again, this is based on the far out assumption that I am on point about the potency of this press release? Just trying to get my hands around this. To provide a little more information to help someone best answer this question, my target audience would be HR heads of companies (mid-size) and C-Level Execs. (mid-size). I'm just not sure if it's best to reveal a business model.
