I would like to start an artist community in a small town where the arts are an underground movement. I don't know where to begin. I have a lot of specifics of the business but have really no start up capital. if I were to seek out people who are really great at writing grants - where would I go? Are there financial advisors or is that something that only exists in the movies? Are there any organizations that mentor those trying to start small businesses?

Congratulations on wanting to start a business. Make sure you take a look at our 10 Steps to Starting a Business. There are state specific steps under the State & Local section.
As far as government grants go in regards to financing a startup, there will be none. The federal government does not give grant money to start a business. The field of art also doesn't qualify you for anything. However, take a look at the Loans and Grants search tool and you can look at what is out there.
There are mentors and organizations out there that can help. You should look into a SCORE office in your area.
