Small Business Registration & Location

Hi,
Back in 2002, when I was laid off, I registered myself as a small business in Dallas, Texas for bidding to the govt. SBIR projects. So, I have the CC&R and DUNN numbers associated with them. Afterwards, I got a job and relocated to Los Angeles, CA. I am being laid off again and been unemployed for nearly eight months. So, I am wondering whether I could use the same existing small business name, registration that I had in Dallas, TX for bidding SBIR projects (in LA) or do I have to start the process all over again? In essence, is the small business registration effective locally?
