Back in 2002, when I was laid off, I registered myself as a small business in Dallas, Texas for bidding to the govt. SBIR projects. So, I have the CC&R and DUNN numbers associated with them. Afterwards, I got a job and relocated to Los Angeles, CA. I am being laid off again and been unemployed for nearly eight months. So, I am wondering whether I could use the same existing small business name, registration that I had in Dallas, TX for bidding SBIR projects (in LA) or do I have to start the process all over again? In essence, is the small business registration effective locally?
I have no basis for my answer, so this would be somewhat like another question. But wouldn't you conclude that since the SBIR grants are given by the federal government or one of its agencies, then regardless of where your company is based, it should be able to apply to federal grants. As far as I know about businesses and companies, there is an annual re-registration to ensure that the government knows your company is still active. If your company has been idle for over one year, I wouldn't be surprised if CCR has already taken your company off its list.

Your DUNS number will be good if you use the same business name. However, you need to register your business name and entity type in your current state. A Texas registration is not valid in Calif. If you set up a corporation, which it sounds like you didn't, you could register as a foreign corporation and keep the initial Texas registration. Any other entity type will need to be set up according to the laws of the state you now live in and plan to do business in. You may also need to apply for a new EIN.
The Feds are sticklers that your business be properly registered and that you be legally able to do business with the federal government. As a previous poster mentioned, you may need to re-register with CCR. According to their web site, to do so, you will need:
DUNS Number
Tax Identification Number (TIN) and Taxpayer Name
Statistical Information about your business
Electronic Funds Transfer (EFT) Information
