Start Up Non-Profit

I hope this is the correct message format for me to ask:
I have a very solid idea for a Non-Profit which involves two main components;
1) 501(c)6
2) 501(c)3
I have already done my own market research and contacted local and state entities for 'buy-in', and have complete support from them. The local businesses and community organizations are ready to move as well.
I have no start-up capital, nor know of anyone who would invest (family, friends) into this type of organization.
I have contacted my local SBA office just to perhaps do a little 'brain-storming' and was told, until I had a completed business plan, they wouldn't entertain a meeting...I have gone bankrupt in my attempts to get this moving, and lost my home in the process. But I believe in this model and it could be integrated geographically into other regions of the U.S.
Here's my question:
So, how do I move forward? I have been in contact with a local foundation who told me, that upon my starting up and having a Board of Advisers, they would invest -- but I cannot get there until I can take the first step.
Help!?!
Any ideas, (if I haven't already tried) would be greatly appreciated.

center or a SCORE office in your area. Their services are free and they can
direct you. You will need a well written, comprehensive business plan before
you can approach any lenders. If you have already completed your market
research, it should be relatively easy to pull the plan together. You will
also need to have your non-profit authorization from the IRS. That takes time
and there is a cost involved, but you can't solicit tax deductible funds
until you have it. Once you get your authorization, you can have an attorney
draw up your Articles of Incorporation and by-laws and register as a
non-profit corporation. An SBDC or SCORE counselor can help you through the
process.
