I wanted to start a sole proprietorship or LLC that would refer jobs found on-line or through calling companies directly and refer job seekers to jobs on a website, I'd create upload a resume and I would refer them to a company that was looking for that kind of job applicant.. In effect, I would be the 'middleman' between the employer and employee. People would visit my website only. This has an employment agency 'feel'; but I would not be interviewing or seeing any people in person. I would just be referring employees to employers based on a resume that matches an employers needs. i would operate this out of my home office with no outside personal contact or traffic with the public. I would NOT be charging any fee to people looking for jobs. The company where they are placed would be a fee of some sort after 60 days of their hire. Do I need an employment agency license to conduct this simple business model? I WOULD NOT BE CHARGING THE POTENTIAL EMPLOYEE ANY MONEY WHATSOEVER. Unless you have worked in that career field before, and have lots of contacts, you might want to start as an independent contractor for an employemnt agency. You would get a comission on your placements, and have a bigger company to fight for your commission once the trial period is over.

Look on the internet. Many employment websites are there. Ifyou start a website, you have many competitors. Some of them are well establishedcompanies. Before start you must consider these matters and do a research aboutrelevant field.

No, you would not need an employment agency license for this. You are an affiliate and not an agency. This kind of affiliate program is common and is called CPA (cost per action) or PPA (pay per action). This means you only get a referral fee if the person you refer takes some action like leaving an email address, filling out a form or signing up for a service.

its a great idea as a link between employee and employer. Then you can just place a button to upload the resume to your site. But you have to do some SEO and marketing techniques. I think you don't want any license for this.

You might not need a licence, but it sure would help to have some credibility logos on your website, such as Better Business Bureau or some accreditations. Employers will be more likely to part with their money if they have some way of feeling comfortable with you.
No, if you are acting as an affiliate or referral source only then you wouldn't be required to do so.
Not at all, You will not need any license to start your employment agent business. Just find some good employment providers and join their affiliate program and list it to your website and someone join or apply for appropriate job, it will be send to main site and this way you can earn commission by sending job seekers to employment sites.

Wouldn't you at least need to register a domain name and file a DBA?
I guess if you simply use your own name, it might be okay not to...But down the road for the purpose of establishing a checking account, and such, it would be wise to do ..
