Starting a employment website matching jobs seekers to employers...expert help please!

Greetings
I wanted to start a sole proprietorship or LLC that would refer jobs found on-line or through calling companies directly and refer job seekers to jobs on a website, I'd create upload a resume and I would refer them to a company that was looking for that kind of job applicant.. In effect, I would be the 'middleman' between the employer and employee. People would visit my website only. This has an employment agency 'feel'; but I would not be interviewing or seeing any people in person. I would just be referring employees to employers based on a resume that matches an employers needs. i would operate this out of my home office with no outside personal contact or traffic with the public. I would NOT be charging any fee to people looking for jobs. The company where they are placed would be a fee of some sort after 60 days of their hire. Do I need an employment agency license to conduct this simple business model? I WOULD NOT BE CHARGING THE POTENTIAL EMPLOYEE ANY MONEY WHATSOEVER.
