Starting a foreign business from the United States

Hello all!
Now I know the title might sound confusing so I'll try to clarify any
mix-ups:
My father wants to start a business in Vietnam selling all things, car
batteries. He's looking to contact Diehard, Interstate, and even Kirkland to
see if any of them would consider this proposition. He would also like to
run/manage the operation in the United States since that is where he lives
now.
My father had also tried majoring in business in college but didn't have
enough money to finish, but he has ran 3 different business in the past 15
years.
He wants to know what kind of paperwork he would have to file and any legal
action he would have to take.

know all the regulations your father must meet. He may also be able to
participate in a trade mission, which would provide the opportunity to meet
purchasers in Vietnam.
