Couple of suggestions: First, start with your local chamber of commerce - they have a lot of resources and may know of local packers. Or, search for manufacturing or packing or distribution associations in the frozen food space or in your particular niche. The reason is that they either list members that can help you - giving you many to choose from - or can point you in the right direction (who to go to and who to avoid). This is the whole purpose of these associations.
