Contact programs and associations that support nonprofits, such as a university public policy program, Association of Fundraising Professionals or local nonprofit association. They can help you get connected to people/organizations that specialize in starting nonprofit organizations. A group specifically focused on growing nonprofits will be able to walk you through legal and tax filings, setting up your board, writing by-laws, etc. They should also be able to tell you what kind of zoning restrictions you'd be subject to for a homeless shelter. Municipal human services departments will also be able to tell you about any ordinances and zoning you'll have to consider, as well as what services are already available and what gaps you may be able to fill. Also contact your department of human services for information. In most states they license and inspect group housing of all types. Homeless shelters and other types of group housing are highly regulated and expensive to start.

My suggestion is to find a local SCORE or SBDC office - they are free and would know your local laws. Plus, they might be able to point you to local government resources that can help you with financing.

Nichole- What area are you looking to start it in? Although, I can't speak to permits I'd think something like that would be a good conversation to have with your local city council representative. They should be able to help answer your questions and put you in touch with a variety of funding sources for a shelter, both government funded and private donations.
