Starting an import business - When do I need to incorporate/sellers license?

I am starting an import business in California and in the very beginning stages. I don't yet have a product or manufacturers. To that end, I would like to start meeting with manufacturers, attending trade shows, and visiting consulates. At what point do I need to be incorporated? At what point do I need to obtain a sellers license? I do not yet know if I will be selling directly or what my channels of distribution will be. Obviously this will depend on the product. Do I need to be incorporated to obtain a sellers license? Do I need a sellers license to attend trade shows?
