Starting an LLC with a foreign partner

HI,
I'm a US citizen looking to form an LLC with a foreign partner. My partner is
an Indian citizen and I was wondering if he had to show proof of a certain
amount of money in his personal accounts in order to be apart of an LLC in
the US. I have heard some people say that they needed to show $200,000.00 in
capital to enter into the American market. Is this true? What financial
prerequisites would my partner have to fulfill in order to open and LLC with
me?

up a LLC with a Chinese partner. They already have a consulting business
license in China but want to start a use based company with a partner. I
haven't read anything about a foreign partner needing any capital to join a
LLC.
