I was told that I needed a lisence to run a moving company in Texas, but the only information I have found on this is if I have moving trucks. I currently don't have any, so do I not need one until I get some trucks? It's hard to find information on lisencing and permits, etc...

Have you checked to see if Texas has a state business web site? If so, it should contain information related to your question. To start a business, you will need to register the name and entity type with your state. You may also need a sales tax permit and a local business license. The Texas Secretary of State's web site contains much information that you may find useful.
If you are unable to find the information yourself, you may want to meet with a counselor at a small business develpment center or a SCORE office. Their services are free and they can tell you exactly what you need and what agencies to contact.
How do you plan to start a moving company if you have no trucks?
