My friend and I want to open an online boutique. We have a name picked out and we're in the process of building a website. We also found some wholesalers we want to use. Our problem is we're not sure where to start with all the licenses and permits. we were looking around this site for help and under online business the first thing it says is that we must follow the basic rules for starting a business but how many of those rules actually apply to an online business? And do we still need a DBA permit if we're an online boutique? I guess we're just looking for someone who has opened an online boutique to mentor us and break it down what licenses and permits apply to an online boutique and the things that we don't need to worry about that only apply to physical locations.

You will still need to register your business and do a DBA. If you follow Steps to Start an Online Business as well as 10 Steps to Start a Business.
You can check online with the Permit and License Search Tool to see if you need any permits or licenses.

Please see this IRS article. There is a section on Limited Liability Companies (LLCs) and EINs.
There are a few different scenarios that should help, but you will probably need to get a EIN.
