You might also contact your state department of commerce international business division. They can help you through the export process and they will have information on all the various fees involved. The person or business in Ghana that receives the cars will need to pay import duty and possibly other taxes as well, which could make the cost of a car prohibitive.

Take a look at Steps for Starting a Business in Texas. Step 7 is getting your Tax ID. A Tax ID is how the IRS knows how you are. There are a few different Tax IDs: SSN, EIN, ITIN. More than likely you will need a EIN.
