Tax Incentives for Professional Certifications?

I work as a software development lead for a small business in CT. We're
slowly expanding but money is tight. In order to help contribute more to the
bottom line, I'd like to suggest to my boss that the company pay for me to
get a couple of professional certifications (and pay for some educational
materials to prepare) in lieu of a raise.
In order to make this a better deal for the company, I need to know: Are
there any tax incentives (or other government assistance programs), federal
or CT, for companies to pay for the continuing education of employees?
Specifically I'm considering PMP and CSDP certifications.

your skills are outdated and need to be improved for you to keep your job or
you are currently unemployed and need to improve your skills to obtain a job.
It doesn't sound as if either of these apply in your case.
