I'm not sure what guidelines you are speaking about.  There might be a municiple permit you would require.  Depending on your municipality, they might require such things as a certain amount of parking, for example.  You will also need to make sure your home insurance covers possible personal injury (like if someone slips on the ice in winter - home insurance might not cover if the person says they were there on business).
