Teaching Locals Website Building

I've been thinking about trying to start a local business showing individuals and businesses how to easily build and manage their own websites. I have three websites myself. On one of my websites I'm using a fantastic web building program that contains all the tools and information necessary for building a successful website.
I live in a small town, population about 25K. I was talking to the president of the Chamber of Commerce the other day about their website. They hired a big-time web design company and pay them a monthly administrative fee. The irony is the Chamber is totally dependent upon this company for any changes to their site.
What struck me about our conversation was this comment...'people pay others to do what they don't know how to do'...so I got to thinking...(especially with the terrible economic conditions that exist, many people out of work and retired people looking to supplement their income) just what if I could offer a class, teaching these people how to supplement their income by building their own websites.
I am an affiliate for the web building software. I would receive a commission from anyone who purchased the easy web building software. I could offer mentoring to individuals who required assistance. I could show local businesses how they could build and administer their own websites without having to depend on a web design company for site updates.
I'm just wondering what your thoughts are on this idea.
