I am looking for websites to exchange and promote no-cost resources such as our excursions, tours and activities guides?

they have? You should actually start contacting several travel websites
online and ask for details on it.

you can list information there. In my state, the tourism bureau actively
seeks information that would be helpful to someone visiting the state.

stick some links back to your website on the article. That will help with
SEO. You should also reach out to local bloggers in your area and get them to
write about your services.

Your best bet is to post really good articles on your blog, with great pics,
about the places or about specific sites in your guides. For example: "The
five most amazing fountains most tourists to Rome miss". Or the Three Highest
Rated Cave Tours in West Virginia". Then share these on places like Twitter,
Reddit, Digg, Thruzt, Pinterest, StumbleUpon, etc.
Just be careful, as it takes a strong account (a good network) at any of
these places to be successful, and if you do it wrong, they'll think of you
as a spammer (each place has different written and unwritten rules) and nuke
your account. I have helped several people promote their stuff at places like
this, but it has to be really good stuff worth promoting.
The second idea is to write such articles as "guest posts" on a variety of
other blogs. I recommend using http://myblogguest.com/ to find them. The free
account is good enough for just an occasional post, but if you decide you
want to make a whole campaign, they have a paid account with a whole bunch of
upgraded services.
