Is there a law requiring business to protect confidential information?

I work for a small (insurance) company who has hundreds of files containing personal information from clients (names; address; soc. sec #'s; health information, etc). This business does NOT lock up these files (do not have locks and/or keys). In addition, these files are also located all over the office, in an unsecured environment. Trash is also thrown away (with this information) that is NOT shredded. How could this company be held liable, especially if this information got in the hands of someone that could use it for identity theft? Also, since I am in this office, and responsible for these files, would I also be held liable? This is a new job for me and I don't want to put myself in a position of liability.
