I have a new business trading out of the UK. We are looking to provide consulting services to US based organisations through our UK entity with non-US based staff. We are not looking to set up any entity in the US. What do we need to do to operate this way? do we need to register?

There is a similar conversation on this topic in another thread. Even though you are representing a non-US business, I would assume that you should research the potential service locations in the same way.
I would also recommend that you read more about Importing goods/services here. These resources clarify business travel laws (visas, forms, and requirements) for doing business in the US.
