I am planning to start a transitional housing program for veterans in the
greater New Orleans, La area. I am in the process of doing research and
talking to people who are running a program of this type.
You might want to start by looking at some of the nonprofit organizations
that run transitional programs for vets. Here's the URL for one of the big
nonprofit organizations in Seattle that does this:

BTW, these nonprofits all provide 990 tax returns to public and that shows
you lots of stuff about how the finances work.
