You might begin your research by contacting your state public utilities commission and the federal communications commission (FCC). Television and radio stations are licensed by these agencies and only a few licenses are granted each year. It can take years to obtain a license and there are fees involved.

Bplans has a sample plan for a Video Television Production Business -- I'm not sure if this is exactly what you're looking for, but it might be helpful.
