I plan on starting a promotions firm that includes website-building services. Is it legal for me to offer these services if I use products such as Google Sites or Webs?
I have checked Google's Terms of Services, and here is one that is unclear as to whether I CAN follow through with my web-services:
Google Services:
5.5 Unless you have been specifically permitted to do so in a separate agreement with Google, you agree that you will not reproduce, duplicate, copy, sell, trade or resell the Services for any purpose.

From the description you've provided, it sounds like these companies are trying to take steps to prevent others from reselling/reproducing their protected data & services without their permission.
Have you tried to contact these companies for their permission? Perhaps they will grant permission for you to go ahead with your intended uses. If you are looking at product such as GoogleAdWords, you will likely need to sign a contract and there may fees associated with your use of the service.
I would suggest that you contact the companies you are interested in, learn more about their terms of service, and speak to a small business attorney who can help you understand your rights and legal limitations.
