Use of Google Sites, Webs, Yola, etc.

I plan on starting a promotions firm that includes website-building services. Is it legal for me to offer these services if I use products such as Google Sites or Webs?
I have checked Google's Terms of Services, and here is one that is unclear as to whether I CAN follow through with my web-services:
Google Services:
5.5 Unless you have been specifically permitted to do so in a separate agreement with Google, you agree that you will not reproduce, duplicate, copy, sell, trade or resell the Services for any purpose.

Does this prohibit me from doing so?
