Use of Ombudsman for business vs town issues

We own and operate a family run business for 27 years. Our special use permit with the town was written 27 years ago is to operate an Education and Recreation Center, with a summer day camp during the summer months. We are full to capacity and the best sought after child care service in the region. We are located in a residential area and this facility has operated for over 65 years in the same area. Obviously times have changed but the use of this property to provide the community with quality outdoor education and recreation have not.
Some of the area residents don't like the traffic and continue to mail in or phone issues to the town and want the town to take our special use permit away. The most recent issue is that the permit 27 yrs ago states the ages of campers to be 5-18 yrs old. The previous camp and our 27 yrs has run a prescool program for 4-5 yr olds. One or more residents has search or application permits and read our web site and has complainted that the permit says 5 but the site says 4-5 yr olds. I can't for the life of me understand why the town is making an issue out of this. This program is essential to our business plan and we have staff members who have started in the 4 year old program.
How do I get help from an Ombudsman?
