What are the best steps to recruit affiliates?

Hi,
I am preparing to start an affiliate program and I would like to know your opinion about the best way to recruit affiliates. With all this noise how can we aproach the affiliates and how to motivate them to not only get in to the affiliate program but to also do a great job. Any suggestions?

working with Commission Junction (cj.com) is probably the best way to go.
They are expensive, but they have the largest network in the market.
If you want to save money or sample this avenue, you can set up your own
affiliate tracking program using a company like DirectTrack.com or one of
their competitors and reach out to websites that you think currently receive
traffic from the customers you are trying to reach. For example, if you're
company sells shoes, then you could should identify the best information
websites about shoes that seem to have good search engine rankings are brand
recognition and offer them a referral fee for every person they send to your
site that buys shoes. You can offer them a unique link and provide them with
tracking visibility through DirectTrack (or similar) interface.
The latter is more work, but lower risk.
