What county license will we need?

I have 19 Yrs combo of retail and wholesale experience with companies in NYC.
My partner (husband)and I want to try our hand in the marketplace. We've
developed a product with a mill that is so simple, yet, we've not seen it in
our travels to retailers or online. The apparel item is geared to motorcycle
riders. My partner has ridden 43+ yrs and I 6 yrs. Our plan is to contact
retailers, present our product and merchandising ideas to help them launch
the product to their customers. The product will be shipped from the mill to
the customer and we will bill from our home. We have set ourselves up as an
LLC, have our EIN, a business bank account, and have a state tax id. We went
to the county commissioners office to find out if we needed a business
license and were told yes. We submitted the application and received a
denial. We were then told we needed to file for a special exception. I am
unclear on why this long process. Customers do not come to our home. We will
travel to the retailers offices to present our item and hopefully secure an
order. We will then have the order manufactured and shipped from a mill in NC
to the retailer. We will be billed for that mdse and we will then bill the
retailer. What are we to be considered in this process? Are we a business or
an office? We plan to work out of a 7 x 9 storage room in our garage. We
would like to have about 60 prs of our sock on hand at home. We'd like to
have the flexibility to offer the sock online,should we be asked by friends
if they could buy a pair. We'd collect the required tax, and mail them a
pair. We estimate this may happen 10% of the time, as our target is to
wholesale to retailers for them to resell to their customers. Thank you for

retail business from your home, which is prohibited in most areas. If you
live inside city limits, you probably need a business license from your city
clerk's office rather than from the county. The wording of your application
is going to be extremely important to differentiate between what you are
doing - retail in reality - but not retail with customers coming and going.
Can you perhaps ask for a personal hearing with the appropriate board to
explain your concept?
Another option may be to meet with a counselor at a small business
development center or a SCORE office in your area and have them help you
define your concept in such a way that there is no confusion with a typical
retail business.
