What to do when landlord won't provide tax ID #

I rent monthly office space. The name of the group I send me rent to has changed and i've sent them a W-9 and requested they provide a signed W-9 with their tax ID #.
They won't respond. If they're not paying taxes on rent payments received, I'm concerned the IRS will come back to me and request I make the tax payment owed, as is implied if you read th instructions on W-9's.
What is the next step? Do I simply withhold part of the payment at 28%?
