The expression Tenants Improvements is used to describe a wide range of works, that are usually carried out by a tenant, at their own cost, and usually require the landlords prior approval. Tenants improvements may not necessarily increase the value of the demised premises, but can have an impact upon the future rent payable by a tenant. Section 19 (2) of the Landlord & Tenant Act 1927 provides that a covenant in a lease against the making of improvements, without the consent of the landlord, is deemed to be subject to a proviso that consent will not be unreasonably withheld. As a condition of consent however, the landlord will often require:- The payment of a reasonable sum in respect of any damage to or diminution in the value of the premises or of any neighbouring premises also in the landlords ownership. The payment of the landlords legal and other proper expenses incurred in connection with the granting of consent, usually by way of a Licence. In cases where the improvement does not add to the value of the demised premises, a covenant from the tenant to re-instate at the end of the lease Hope this helps you!

Vatche, It really depends upon a number of things...but at a minimum, it's reasonable for a new tenant to walk into their space and expect to find it in broom-clean condition. However, your last tenant did leave and the business wasn't sold, so I'm guessing that they went under and closed up shop. Since vacancies are never good for a landlord's bottom line, you may want to give thought to bringing the space up to what is referred to as a 'Vanilla Box' (Walls taped, spackled & painted white, new hung ceiling and unfinished, but tile ready, floors). Even though you've secured another tenant and don't need to market the property, in many cases it makes sense to give the new tenants a clean 'canvas' in which to create their own identity, get off on a fresh start and possibly avoid becoming a future vacancy (and headache) for you. Besides, check with your accountant, some of the work may be tax-deductible. Of course it really comes down to what you negotiate and put into the final lease agreements. Every business owner has their own preference in business setup even though the previous tenant is also a hair salon. It would be polite to skin it down to the basic (unless they request otherwise) a fresh coat of paint or wall paper. Make sure all the light fixture and outlets are working also on a side note make sure that the water drainage is clear. (Bunch of hair can really get this clog up) An ofcourse a change of all entry locks (Roll-up, backdoor and etc.) is always polite and may save you some headache in the future. (This is what I hate most, when the owner point that the place is secure since it have a roll up but the locks are unchange). And lastly make sure everything is clean.

This really depends on where you live and what the laws are in your area. It seems that most people have stated make sure it is clean. Which I agree 100% with. I wouldn't go ahead and paint or wall paper until the new tenant has signed your contract. Then it would be nice to ask them what they had in mind for their decor.
