I want to start a bead shop on wheels ! What permits/licenses would I need ? Would I be able to travel state to state, or would I need permits from each state ?
Each state is different. But, you should only have to register in one state - then follow the rules of the other states that you work in or sell out of.
You can find information in your state by visiting your Secretary of State's office or similar department in your state's government.
You can also find a small business development center (SBDC) in your are (it is free) they can help you better understand your options and help you complete the necessary paperwork.
