I am thinking about starting a small business in New York. I would be the only person in the business/ no other employees, the business entails me posting ads on cars and poles/ among other things for other companies/business as a way to advertise their business. So my question is, can I get this started without any paperwork? Or would I have to go through some paperwork? If so, what specifically would I have to do before I begin doing this for local business in my area- If you can explain step by step what i have to do, i would appreciate it.

DiwansSong- if you are starting a business, you must register with your federal, state, and local government and obtain the necessary permits and licenses.
Here is the New York Small Business Guide to get your started on the process.
First, you legally 'cannot' post things on city property such as telephone or electrical poles; yes people do it, but technically you're not allowed to. You'll probably want to make a sole-prop or L.L.C business type for this business. This way you can get the liability to the business assets and not your own. As for permits or licences you can contact your county clerks office and city hall to see what they require.
