Where are the Grants for Starting a Home Based Business in the Central Valley of California?

So many of my friends and associates have tried to get loans and grants from the Small Business Administration in California and have been turned down by the SBA in the Central Valley and in the San Francisco Bay Area. I would like to know how we can become a Small Business Administrator. I would like my Chamber of Commerce to be the facilitator of issuing loans and grants to the African America community. The current administrator is in Fresno; which only helps Mexicans and Whites; they have a very high rate of denying Blacks of any assistance. What are the methods for establishing our own SBA?
