Where is the best place for a transcription service to get start up help for contracting to government?

Hi all - I am constantly struggling with trying to identify good quality
advice about contracting to government. A few questions I have are:
Do you have to be registered? I know for court transcription services you
have to be certified.
Do you need to have a company?
Is there a checklist? or a place I can register to get requests government
puts out for services / quotes?
What are key things government is looking for ? I guess "low risk" ... but
what does this look like?
Has anyone else broken into this sector? How did you do it for your business?
