hey dear,, i m new to SEO , i want to know what is the perfect ethical way to get google page rank? i know getting backlinks can get index your site in searching results , but is it enough?

I am much into online Marketing so, I suggest you that if you go with white hat techniques, then no one can stop you. Howeverm, It's hard to reach to the client but when your site is popular, you don't need anything. Just wait and watch.       Thanks

Make free blogs for your orignal site and paste your links on these blogs so you will be able to do SEO for these blogs. Than you can promote your desire links or site easy. I applied this formula to many sites.

Since this thread first started Google has changed up their algorithm again and many people that focused backlinks alone ended up very disappointed!  Good ranking is done by attacking a comprehensive SEO strategy.    Relevant Content Optimized Content Optimized Website Relevant Link Building Links from other sites with high Google PageRank Links from .edu and .gov sites Actively blogging, writing articles, answering questions, and interacting with the online public. These are some of the most important things to getting good PageRank, but Google can always change their minds again...stay up to date!

I think it is most important to get a good google trust rank. The webpage needs to be online for a long time. More over it could be wise to have a slow link-building. But this is for sure only a theory...

You need to get dofollow backlinks from authority websites (those with a PR of 6 or higher).

A whole ton of backlinks does not mean your website will get good PageRank. It matters more on the quality of those backlinks, among other factors. I do hope Google discontinued PageRank this year or at least by 2012. It's about time it's gone so idiots who know nothing about SEO will stop asking about it and worrying about it so much. PageRank does not equal increased visitors to your website or more business by any means.
