Which state is most privacy conscious as far as new establishments are concerned?

We need to set up a new business for an overseas client.
I was thinking Nevada (for tax reasons) is a good state for this. But they seem to require list of officers and make those public for incorporations.
I can see anyone's officers just by going to Nevada State of Secretary web site -- be it an LLC or Corp.
I think this is a privacy violation. Those are not publicly-traded companies.
Is there any other state favourable tax-wise that respect officers' privacy by not disclosing them?
