Workers Compensation Board (WBC) account?

I am in PA, but I just received a contract from a Canadian company. This is my first contract and I am still unfamiliar with the lingo and the Canadian jargon is a bit different than here in the U.S.
One of the contract requirements is:
'the Contractor has a current Workers Compensation Board (WBC) account and will maintain and keep the account current throughout the term... or supply the corporation with a letter of waiver that you are not required to have a WCB account.'
I was trying to track down what a WBC account is and what I need to fulfill this requirement before I call them. I didn't want to sound stupid.
