Working with governments to reduce costs

Our company SoSafeUSA has been working with a number of government departments (public works) to reduce procurement costs across the board. Unfortunately many of these departments are confined to strict protocols when it comes to procurement. For example county xyz are permited to purchase product A at $100 per case, though they are not permited to purchase product B at $110 per case, even when product B can be diluted twice as much as product A to acheive the same result.Is there are method to fairly allow government departments to take more factors into account when purchasing?Regards, SoSafeUSA.com
