This Small Business Administration Plan for Operating in the Event of a Lapse in Appropriations provides guidance and procedures for the Agency when either an annual appropriations act or continuing resolution has not been enacted for the Agency in a fiscal year. The procedures in the Operating Plan allow for (1) continuing only those excepted functions under various justifications; and (2) initiating orderly shutdown of those activities not considered exempt or excepted.
