Mandarin Speaker poised to reach out to the Asian-American and Pacific Islander Business Community

SAN FRANCISCO – The U. S. Small Business Administration's San Francisco District Office has named Tong Qin its Deputy District Director. In her new role, Qin will use her vast experience with SBA’s various operations including grant management, financial planning, loan-modeling, banking, and lending to serve the San Francisco District.

“Tong’s energy, understanding of small business and SBA programs, as well as her financial expertise, will be very beneficial to Bay Area small businesses!” said District Director Mark Quinn.

In addition to her new role as Deputy District Director, Qin has been designated the SBA’s Director for Asian American and Pacific Islander (AAPI) outreach.  Since almost a third of all Asian American owned firms are located in California, Qin’s appointment in San Francisco will allow her to highlight both the tremendous unmet needs in the local AAPI communities as well as the dynamic community assets that can be leveraged to meet many of those needs.

As a fluent Mandarin speaker, Qin intends to leverage her language skills along with her knowledge of the SBA to engage with the AAPI community leadership, and to promote and enhance small business services and opportunities.

Qin is a seasoned financial management executive with 15 years of experience in the private, non-profit, and public sectors.  Before accepting her position as San Francisco Deputy District Director, Qin was the Deputy Chief Financial Officer (Deputy CFO) for SBA Headquarters in Washington, D.C.  She led the CFO staff of approximately 140 federal employees and contractors, and had oversight responsibility for all aspects of SBA’s financial management.  She also oversaw the budget of the $100 billion SBA loan portfolio.

Prior to joining SBA, Qin was a senior audit manager with a regional accounting firm in Washington, D.C., and was in charge of auditing various federal agencies (including the SBA).Her career in the private sector includes assisting technology start-ups from initial launch and fund-raising stages to growth, merger and acquisition (including international), and exit stages.

Qin has a B.S. degree in Accounting from State University of New York, and is a Certified Public Accountant (CPA), as well as a Certified Information Systems Auditor (CISA).

Qin is a Member of the Association of Government Accountants (AGA), Asian American Government Executive Network (AAGEN), and Executive Women in Government.

The San Francisco SBA District Office covers Alameda, Contra Costa, Del Norte, Humboldt, Lake, Marin, Mendocino, Napa, San Francisco San Mateo, Santa Clara, Santa Cruz, Solano, and Sonoma Counties. In Fiscal Year 2012, the District guaranteed over 1,500 small business loans valued at $807 million.  125 banks, credit unions and community lenders participated in this program. Annually, the San Francisco District Office facilitates over 1,000 training events for over 50,000 Bay Area small businesses or prospective businesses from SBA resource partners.
