Francisco Guerrero, a veteran Police Officer, having served in both Miami, Florida and Hidalgo County, Texas founded Valley Metro Security, LLC in 2001.  In 2005 Francisco attended a Small Business Administration (SBA) sponsored conference in McAllen, Texas where he heard about the process of becoming an SBA 8(a) certified company.  He heard about the small business opportunities, specifically the SBA 8(a) program offered by the SBA.  Although the process was not easy and at times tedious and time consuming the SBA was always available to Valley Metro Security (VMS).  Mr. Guerrero often says that nothing good comes easy.  Today, through help from the SBA, they employ more than 658 people in two states, Texas and New York, have several office locations across the state of Texas, and in November 2009 they were awarded a five (5) year $153 million contract from the Department of Homeland Security (DHS). In January 2010 after negotiating contract labor costs the project officially began.


Valley Metro Security provides professional, courteous, and dependable Security Officers to the South Texas region.   VMS’s mission is to provide safety, security and peace of mind.  Today, VMS professional services have grown from the traditional focus on guard and premise protection to providing security officers, loss prevention and risk management teams.


The company was certified as an 8(a) contractor in 2007 and again was invited to attend monthly 8(a) business meetings, where staff promoted training on selling to the government and encouraged attendance to procurement conferences, always pushing Mr. Guerrero to participate in the program.   At that time he had five (5) employees.   Mr. Guerrero began exploring the opportunities of positional partnerships with several national and international companies.  On February 1, 2008 Mr. Guerrero entered into a Joint Venture partnership with another security firm and it was through this joint venture that DHS was able to award the sizeable contract.   The Joint Venture partnership was again renewed on September 15, 2010.  Valley Metro Security also has contracts with the U.S. Marshals Service, U.S. Customs and Border Protection, and the Federal Bureau of Prisons.


“I pawned personal items to get start up money for my company in its inception” stated Mr. Guerrero.  Financing needed to grow was not easy, but eventually in 2005 Valley Metro Security was approved for a Small Business Administration loan in the amount of $700,000to purchase a building which is the corporate office in Edinburg, Texas.  The one of a kind facility accommodates individual offices for administrative and operational staff.  It also serves as a state certified training academy as well as a state-of-the-art indoor 50 yard shooting range. 


The Small Business Administration named Francisco Guerrero as its 2010 Minority Small Business Person of the Year for the Rio Grande Valley region.
