Abstract:
The Certification Tracking System operates on the Small Business Administration's (SBA's) Unisys mainframe computer, with communications access via personal computers located in the Office of Minority Enterprise Development's (MED's) Headquarters and Duty Station facilities, and in SBA's field offices. In general, the system collects information regarding applications for participation in MED's 8(a) program of business development assistance, determination of program eligibility, and requests for reconsideration of declined applications. The system captures data upon which determination of program eligibility is made, and includes tracking data to facilitate management of the process and determination of timeliness in processing.
All updates to the database are performed by MED Headquarters and Duty Station staff. Information from the system downloads to SBA's Servicing and Contracts System/Minority Enterprise Development Central Office Repository (SACS/MEDCOR).

Purpose:
The system was created to enable MED to manage, monitor, evaluate, and report on its processing of applications for 8(a) program participation and requests for reconsideration of declined applications. Eligible firms are those that are both small and owned and controlled by economically and socially disadvantaged individuals. Information is intended for use by MED Headquarters and Duty Station staff in determining applicants' eligibility for program participation, and by management in monitoring and evaluating application processing to determine compliance with statutory and regulatory requirements and program policy.

The system supports MED in its determination of applicants' eligibility to receive business development assistance pursuant to Section 8(a) of the Small Business Act. Business development assistance includes, but is not limited to, provision of access to sole source and limited competition Federal procurement opportunities, and management and technical assistance and training. Services are provided through the Agency's network of field offices.
