Abstract:
The Certificate of Competency Automated Computer System (COCACS) provides a database of small business contractors which have received a Certificate of Competency (COC) issued by the SBA. It is installed in each of SBA's six Government Contracting Area Offices as either a standalone or a multi-user Local Area Network (LAN) based system. Area databases are established to allow greater accuracy in processing and tracking COC cases. The system allows production of a variety of statistical reports, as well as monthly and quarterly summaries of activities upon demand.

Data relating to COC cases and the resulting contracts is collected and entered daily into the COCACS area databases. Area level data is uploaded periodically to a centralized database on a Unisys mainframe computer.

Purpose:
The system enables the Office of Government Contracting (OGC) to manage the Certificate of Competency Program as efficiently as possible within the constraints of existing resources and technology. Certificate of Competency data collected from every Area Office can quickly be summarized and analyzed, and a variety of statistical reports can be generated on demand.

The Certificate of Competency (COC) Program is mandated by Section 8 (b) (7) of the Small Business Act as amended. The objective of the COC Program is to assure that small busineses concerns, especially those which are newly entering into the Government procurement arena, are given a fair opportunity to compete for and to receive Government contracts.

SourcesOfData:
Information is obtained through SBA's COC field staff located in six Government Contracting Area Offices which perform reviews at the firms' facilities to determine capability. Field staff have diverse technical, engineering, and Government procurement backgrounds which provide them with the ability to assess the capability of small businesses.
